Mr. Haines Jr. was previously affiliated with Jacobs Engineering and with Litwin Engineers and Constructors. Before working at those companies, he founded the petrochemical firm Haines & Associates. Before founding the company, he was with construction services provider Walter Kiddie Constructors Inc. and with Vulcan-Cincinnati, Inc., a construction management firm. Moreover, he was a researcher at Mellon Institute of Industrial Research.

He received a chemical engineering degree, with honors, from the University of Illinois (1947) and a Master's in chemical engineering, with honors also, from the University of Pittsburgh (1952). He also attended the New Mexico Military Institute Junior College.
